Risa Hontiveros explains rumors that the Senate minority could face arrest if they stage another walkout to prevent a proposed rule change that allows teleconferencing for senators. Hontiveros said a walkout is an extraordinary measure that was only used after the Senate majority tried to rush to a vote on the teleconferencing proposal last Tuesday despite not being tackled by the committee on rules.
