Headstart: Senator Panfilo Lacson on Thursday, May 28, explained that former Senate President Tito Sotto did not walk out with the minority because doing so would have allowed the 12 remaining senators to continue the session using the quorum established during the initial roll call. According to Lacson, Sotto stayed in the plenary to question the quorum after Senator Francis Escudero was reportedly not on the floor at the time, leaving only 11 senators present before Sotto became the 12th senator.
