The Office of the Ombudsman on Thursday said former Senate President Francis “Chiz” Escudero has submitted a counter-affidavit answering the allegations of his supposed involvement in the flood control kickback scheme. “Ang lumabas po kahapon ay yung counter affidavit niya [Escudero].
