Saudi Arabia has introduced strict new regulations for Hajj 2026 (1447H) under the campaign “No Hajj Without Permit”. These steps by the Ministry of Interior Saudi Arabia are aimed at ensuring safety, managing crowds, and making Hajj smooth and secure for all pilgrims.
🔴 1) No Hajj Without Permit (لا حج بلا تصريح)
From April 13, 2026, it is mandatory for anyone entering Mecca to have an official Hajj permit.
Without a permit, individuals will not be allowed to perform Hajj or even enter restricted areas.
This rule is designed to:
Prevent overcrowding
Ensure only registered pilgrims perform Hajj
Improve overall safety and organization
🕌 2) Strict Entry Restrictions into Mecca
Authorities have enforced tight entry controls at all checkpoints leading to Mecca.
Only the following people are allowed:
Hajj permit holders
Residents of Mecca with valid Iqama
Workers with official authorization via platforms like Absher
Anyone without proper documentation will be turned back. This helps reduce illegal entry and ensures better crowd management during peak days of Hajj.
✈️ 3) Deadline for Umrah Visa Holders
All pilgrims who entered Saudi Arabia on an Umrah visa must leave the country by April 18, 2026.
After this date:
Staying in Mecca is not allowed
Entry into Mecca will be restricted
Legal action may be taken against violators
This ensures that only Hajj pilgrims remain in the holy city during the official Hajj period.
📵 4) Suspension of Umrah Permits
Saudi authorities have temporarily suspended Umrah permits through the Nusuk platform.
Suspension starts: April 18, 2026
Resumes after: End of Hajj season (around May 31, 2026)
During this period:
No new Umrah bookings will be accepted
Only Hajj visa holders can enter Mecca
This step is crucial to free up space and resources for Hajj pilgrims.
