The U.S. Department of Justice announced an indictment in Miami on Wednesday to charge Raúl Castro with conspiracy to kill U.S. nationals, marking a significant escalation in pressure tactics against a regime strangled by a 4-month-long oil blockade.
The charges link back to an incident in 1996 where the Cuban air force shot down two planes, killing four people; three of which were Americans.
The victims were part of a group known as Brothers to the Rescue, formed by Cuban exiles who opposed the Cuban communist regime along with its former leader Fidel Castro. The self-described humanitarian organization aimed to assist and rescue raft refugees emigrating from Cuba to the United States.
“Some observers believe it could be a preliminary step in creating conditions to try to do what they did with Nicolas Maduro in Venezuela, to somehow go and extricate Raul Castro from Cuba,” former Canadian diplomat to Cuba Mark Entwistle said.
As Touria Izri reports, Cuba’s president called the indictment a political maneuver with no legal basis, to build a case for military aggression.
