Headstart: UP College of Law Associate Dean Atty. Paolo Tamase said on Friday, June 4, that the leadership deadlock in the Senate may continue unless a candidate secures the required 13 votes for the Senate presidency. While one bloc may currently hold operational control of the chamber, the Constitution requires a majority of all senators to formally elect a Senate President.
Tamase added that the standoff could persist unless rival factions agree on a consensus candidate acceptable to both sides.
