Ayon kay dating SC Associate Justice Adolfo Azcuna, isa sa mga bumalangkas ng 1987 Constitution, may bisa ang ginawa ng bagong mayorya nang iboto nila si Sen. Sherwin Gatchalian bilang Senate President Pro Tempore dahil sapat ang kanilang bilang at naabot ang majority base sa quorum. Ngunit paliwanag niya, nananatiling Senate President si Alan Peter Cayetano dahil nangangailangan ng 13 votes upang pormal na mapalitan ang pangulo ng Senado. Gayunpaman, si Gatchalian ang makakapagpakilos ng trabaho sa Senado dahil mayroon siyang sapat na bilang ng kaalyado.
